Within URBACT, Fernando Barreiro is the Lead Expert of USER project. He has a long experience on the management and coordination of transnational networks and local and regional development at European level. He has an experience of local governance, urban regeneration, social innovation and social inclusion themes by providing technical assistance to cities (European, Moroccan and Latin American), elaborating papers and publications and by coordinating projects, technical assistance and training courses, during the last 25 years.
His role in USER is to define the issues to be addressed by the network in the development phase. He will be in charge of producing the baseline study as key input for the Final Application, helping cities to setup their ULSG and assisting lead partner to precise the USER approach and the work programme for implementation phase. For the implementation phase he will be in charge of the capitalisation process.
